Cyber Cafe Regulations has always been opposed as
they impose unnecessary burden not only on Cyber Cafe owners but also
on the innocent users. For example, Karnataka Cyber Cafe Regulations
enforced in late 2004, provided for Cafe owners to ask the users for
Photo Identity and to maintain records of each and every user.
Few months back, Italy's anti-terrorism law also made it mandatory for
Cyber Cafe Managers to ask for the user's passport and keep necessary
user records.
Italian law was passed within weeks of UK
Bombings, which also provided for measures to heighten transportation
security, permit DNA collection, and facilitate the detention or
deportation of suspects, but Cafes are feeling the real heat.
As there are unwanted compliances to be made which includes asking for
copy of a Passport from the users and it has been alleged that every
person wanted to surf won't necessarily be carrying the passport.
Further, users also object and ask 'why' & just leave, which has
lead to the drop in business of Cyber Cafes by over ten percent.
Same was the scene at Karnataka's Cyber Cafes, when Karnataka Cyber
Cafe regulations came into force and on Cafes failure in implementation
the same, they were liable to a fine which extended upto Rs 25,000. For
the purpose, Karnataka Police was delegated necessary powers.
